"As part of bringing the Super Bowl to Indianapolis in 2012, the National Football League will help spur the revitalization of the city's Near Eastside by supporting community projects, including a world-class practice facility at Arsenal Technical High School.
This exciting development is a clear example of what can happen when a neighborhood works together to envision the future and take charge of its own destiny.
For decades, the Near Eastside has been plagued with problems: the collapse of key neighborhood institutions, the loss of homeowners, vacant homes and storefronts, and rising crimes rates.
