Pam Kramer, Duluth resident of 23 years, is the Executive Director for Duluth Local Initiatives Support Corporation (Duluth LISC) overseeing work with the public, private and nonprofit sectors to transform distressed neighborhoods into healthy communities. She has been the director of the Duluth LISC program since the office opened in 1997 as a part of the Local Initiatives Support Corporation, the nation’s largest non-profit community development intermediary.
Through Duluth LISC’s facilitation and support “Creating Neighborhoods That Work—At Home in Duluth”, a 20-member collaborative for comprehensive redevelopment of five Duluth neighborhoods (Central and East Hillside, Lincoln Park, Morgan Park and West Duluth) has secured over $12 million in public/ private funds. In addition, LISC has invested over $61 million in grants, recoverable grants, loans and equity investments in the Greater Duluth area.
Previous Positions & Education
Kramer has 25+ years of experience in housing, neighborhood planning, and community development. She served as a Senior Planner and Manager of the City of Duluth’s Community Development Division from 1984-1997. As Manager, she oversaw the CDBG, HOME, Emergency Shelter Grant, and Minnesota Housing Finance Agency (MHFA) programs. Pam was the key staff person to the Duluth Housing Trust Fund, Inc., a nonprofit housing organization that focused on the development of safe, affordable housing. She also administered Duluth Economic Development Authority (DEDA) tax increment financing housing projects and served as liaison to a number of neighborhood organizations and housing groups.
She has a Masters Degree in Community and Regional Planning from North Dakota State University and a B.A. in American History from the American University in Washington, D.C. She also studied in Cambridge, England and Appalachia and an Intern for Common Cause in Washington, D.C. Her experience also includes serving as a VISTA volunteer in Lincoln County, MN, Housing Coordinator for a Community Action Agency in rural Minnesota and Planning Assistant for the Fargo-Moorhead Metropolitan Council.

Previous affiliations include Community Action Duluth and Greater Downtown Council Boards, a 2006 graduate of the Blandin Community Leadership Program and 2003-2004 Knight Foundation Community Building Fellow.

Pam’s passion is bringing new resources to the community and helping link people, programs, and ideas together. My goal is to work with others to make Duluth a stronger, more inclusive, prosperous community for all who wish to live, work, play, raise a family, and grow old here.

A Duluth-native, Stubenvoll brings years of leadership experience to her role providing technical assistance and organizational support to Duluth LISC's Creating Neighborhoods That Work-At Home in Duluth collaborative and community-based organizations. She guides the implementation of neighborhood revitalization plans for Central Hillside, East Hillside, Lincoln Park, Morgan Park and West Duluth as well as expand Duluth LISC's Sustainable Community initiatives including commercial district redevelopment, educational access and asset building for working families.
"Nan brings an extensive background in project management, human resources, financial management, communication and public relations to Duluth LISC," says local LISC Executive Director Pam Kramer. "Just as important, she has a high level of energy and is extremely excited about our Sustainable Communities mission and the opportunity to 'connect the dots' moving our plans and vision for the community forward."
Stubenvoll most recently worked with Hennepin County's Human Services and Public Health Department in planning, development and contract management. She served as the Executive Director of the 1st Witness Child Abuse Center (1994-97), a planner for ARDC (1990-94) and Executive Director of the YWCA (1986-90).

Rusty Brown was promoted to Assistant Program Officer in 2008. She plans, implements and maintains data and reports that track the performance of CDCs and their associated Duluth LISC grants and loans. Rusty has been with Duluth LISC since February 2000.
Patty BeechConsultant
Patty Beech joined Duluth LISC as a consultant in 2004. She provides services to Duluth LISC and local CDCs on implementation of the Duluth Fund for Neighborhood Development CapMap® program. Patty holds an MA in Public Affairs with concentrations in Economic and Community Development and Social Policy and has an extensive background in working with nonprofits and affordable housing providers.
