There is a growing need for affordable housing in Duluth. LISC, the City of Duluth, and Duluth HRA have co-created the Duluth Housing Trust Fund to increase the supply and quality of housing in our community.
Our approach will create a variety of housing options with a focus on affordable units. The programs within the Housing Trust Fund include comprehensive rehab and conversion of existing units, infill development for single family and smaller rental properties, and a flexible multifamily fund.
The Housing Trust Fund will provide funding to meet the demand for additional affordable housing units in the market, utilizing the following approaches for both new construction and rehabilitation. The City of Duluth will fund housing projects that create 1-5 units, and rehab and conversion projects up to 20 units with a pool of $4M, while LISC will fund housing projects that create 6-20 units with a pool of $12M. The $12M LISC pool has the option to recycle depending on demand of the resources.
This program will increase Duluth’s affordable housing stock, remove blight, improve safety and encourage pride in neighborhoods; leverage existing municipal infrastructure; invest in Duluth neighborhoods to make affordable units available citywide; and promote density. Each of these Housing Trust Fund goals align closely with LISC’s mission to forge resilient and inclusive neighborhoods of opportunity for all residents.
