Incentive Program

The Lead Abatement Training Incentive Program, spearheaded by LISC Hampton Roads in partnership with the City of Norfolk, is dedicated to ensuring safe and healthy homes while advancing our mission of promoting affordable housing in the Hampton Roads area. By addressing the critical shortage of certified lead abatement contractors in Norfolk, we are tackling a major public health issue. We recognize the vital role that certified professionals play in protecting our community from the hazards of lead exposure, particularly within our aging housing stock. Our commitment extends to creating safer living environments and fostering the development of affordable housing for all residents.

What We Offer:

  • Reimbursement for Training: The Lead Abatement Training Incentive Program offers reimbursement for individuals who obtain their DPOR-issued Lead Abatement Contractor (LAC) Supervisor or Worker licenses. We cover training certifications and required fees, ensuring that financial barriers do not hinder your ability to contribute to a safer Norfolk.
  • Eligibility: To qualify for reimbursement, contractors must secure their DPOR-issued Supervisor or Worker licenses, submit their training certifications, and provide proof of payment for the required fees.
  • Community Impact: By becoming a certified lead abatement contractor, you will play a crucial role in reducing lead exposure in our community, making homes safer, and contributing to the development of affordable housing in Norfolk.

Required Application Documentation

  • Business License (although the business does not have to be based in the city of Norfolk, the program is intended to support contractors that carry out work in Norfolk)
  • Active general contractor license
  • List of workers and/or supervisors going through the training

Required Documentation for Reimbursement

  • W-9 (U.S. Taxpayer Identification) form
  • Lead-based training receipt
  • Receipt from the Supervisor Lead Abatement test (where applicable)
  • Receipts from Department of Professional and Occupational Regulation (DPOR)
  • DPOR-issued Lead Abatement Certification for each worker/supervisor

Important: In order to qualify for full reimbursement you must use a Virginia state-approved lead abatement trainer. Here is the full list.

The application portal will open on Monday, July 1, 2024 at 1:00 PM EST. All potential applicants should read the entirety of this page thoroughly prior to submitting their application.

Be prepared to submit your application and all documentation in one sitting. We recommend you gather all documents needed prior to submission. Incomplete applications will not be considered.
