As we close the chapter on 2024 and step into a new year, LISC Houston reflects on a year of significant progress in empowering emerging developers and advancing affordable housing initiatives. Through innovative programs and strategic partnerships, we have laid the groundwork for transformative, community-driven projects that will shape Houston’s housing landscape for years to come.
Emerging Developer Program – Building for the Future
In collaboration with LISC San Antonio, LISC Houston launched the Emerging Developers Initiative this year. This three year program is designed to build the capacity of local developers by providing comprehensive training, resources, and mentorship.
Year One, focused on "Research and Discovery," offering valuable insights into the diverse needs of developers across Houston and San Antonio. This phase led to the creation of two tailored pathways:
Emerging Developers – Developers with prior project experience receive hands-on, cohort-based guidance throughout the development process.
Aspiring Developers – Individuals new to real estate development gain foundational knowledge and mentorship to help them grow in the field.
By addressing the distinct needs of these groups, the dual-track approach ensures a customized experience for participants at different stages of their development journey. As we transition into Year Two, the initiative will focus on practical project execution and additional training.
Investing in the Future: Pre-Development and Preservation Grants
A highlight of 2024 was the launch of LISC Houston’s first Pre-Development and Preservation Grant program, providing essential funding to organizations and developers dedicated to expanding affordable housing. Among the recipients were emerging developers, including graduates of our SEED Academy. This year also marked new collaborations with long-standing nonprofits committed to serving Houston’s Third Ward community.
Key Projects Funded in 2024:
The Victor St. Historic Row House Rehab Project – Led by emerging developer Zion Escobar, this project will restore 1930s shotgun houses in Freedmen’s Town, resulting in six new affordable housing units.
WALIPP Senior Residence Expansion – The William A. Lawson Institute for Peace and Prosperity (WALIPP) will develop 102 one-bedroom apartments for seniors in Houston’s Third Ward, enhancing independent living for adults aged 55+ earning between 30% and 60% of the Area Median Income (AMI).
These projects highlight the importance of pre-development funding in fostering affordable housing solutions while empowering emerging leaders to make meaningful contributions to Houston’s housing landscape.
Looking Ahead to 2025
As we look toward 2025, LISC Houston is excited to advance its vision through the development of the Strategic Housing Plan. This comprehensive plan will address Houston’s housing challenges by expanding affordable housing, fostering economic mobility, and revitalizing neighborhoods sustainably and equitably.
A key component of this plan is the Emerging Developers Initiative, entering its second year. The initiative will continue to build the capacity of local developers through practical training, resources, and mentorship, further expanding expertise in affordable housing development.
In 2025, LISC Houston will focus on supporting the creation and preservation of affordable housing across the city. Our commitment to equipping developers with financial tools and technical assistance remains steadfast, ensuring the growth of impactful projects that meet the community’s needs.
Through these initiatives, LISC Houston aims to cultivate a diverse pipeline of developers and community leaders, empowering them to shape Houston’s housing future. By prioritizing community-driven development, we will help create thriving, resilient neighborhoods that serve all residents.
