Exciting Partnership for Community Development: A Bold Collaboration for Community-Led Growth

We are excited to share that Harris County Precinct 4 is leading the All in 4 Inner Northwest Public Engagement Plan, a transformative initiative designed to shape the future of the Inner Northwest community. As part of this project, TEI Planning & Design and LISC Houston are proud to support Precinct 4 as consultants, each bringing specialized expertise to ensure the plan is both comprehensive and rooted in community priorities. 

The Vision of Our Collaboration 

With Harris County Precinct 4 at the helm, this effort aims to engage diverse stakeholders to create economic growth, improve infrastructure, and elevate community voices. TEI Planning & Design, as the infrastructure expert, will provide strategic guidance on development and planning. LISC Houston, focused on amplifying community engagement, will ensure that resident input shapes the plan, driving meaningful and inclusive outcomes. 

Why It Matters 

The Inner Northwest area stands at a pivotal point of transformation, with key projects underway such as infrastructure improvements, transportation enhancements, and economic revitalization. Harris County Precinct 4 is committed to a community-driven approach that benefits all residents equitably, addressing both immediate and long-term needs. By focusing on transformational, rather than transactional, engagement, this initiative will empower residents to have a real stake in shaping their community’s future. 

Engagement Opportunities 

The Public Engagement Plan, led by Precinct 4, has already made significant progress in involving the community. We have successfully completed a public workshop, a comprehensive community survey, five focus groups covering key levers of influence —Infrastructure & Sustainability, Education and Economic Development, Good Government, Health, and Justice, Safety, and Housing—and one Steering Committee meeting. These efforts have laid a strong foundation for meaningful dialogue and collaboration, capturing diverse perspectives to shape the future of the Inner Northwest. 

Moving forward, additional opportunities will be available for residents and stakeholders to continue contributing to this vital planning process. Together, we aim to ensure that every voice is heard and that our collective vision for the neighborhood is realized. 

Connecting to Place-Based Community Development 

This collaboration reinforces LISC Houston’s commitment to place-based community development, which is about creating vibrant, resilient, and inclusive neighborhoods by addressing interconnected community needs. By engaging TEI Planning & Design for technical infrastructure planning and LISC Houston to amplify community input, this plan provides a holistic framework that prioritizes local strengths, builds strong community ties, and aligns resources to support sustainable growth. 

Our collective approach ensures that investments in infrastructure are guided by the needs and aspirations of the community, creating opportunities for economic development, improved public safety, enhanced transportation access, and a better quality of life. The All in 4 Inner Northwest Public Engagement Plan will serve as a model for place-based efforts that bring multiple disciplines together to create lasting impact. 

The All in 4 Inner Northwest Public Engagement Plan embodies a shared mission: to create a more inclusive, resilient, and vibrant Inner Northwest community by aligning infrastructure improvements with the voices and needs of residents. Our goal is to establish a collective vision that prioritizes equitable development, economic opportunity, health, safety, and sustainable growth. By building community capacity and building a strong sense of ownership among stakeholders, we aim to ensure lasting, transformational change. As we move forward, Harris County Precinct 4, supported by TEI and LISC Houston, remains committed to ongoing collaboration, continuing to engage residents and stakeholders to implement this vision and address emerging needs with a comprehensive, place-based approach. Together, we are laying the groundwork for a thriving community that benefits all.
