2021 was a busy policy year for LISC. We are grateful for our numerous partners and the leadership of City Council Members and Staff that helped make 2021 a momentous year for housing in KCMO.
Affordable Housing Set Aside Ordinance,requires developers of residential projects that receive public economic incentives subsidies (excluding Low Income Housing Tax Credits) to reserve a portion of units for residents of low- and moderate- income or pay an in-lieu fee to the Housing Trust Fund.
Through the UNI Promoting Equitable Neighborhoods (PEN) coalition we help lead, we were able to pass important local legislation to preserve and create affordable housing in Kansas City, Missouri. After 2+ years, we successfully pushed for the passage of the Affordable Housing Set Aside Ordinance ( Ord No. 201038 C.S. As Amended) that requires developers of residential projects that receive public economic incentives subsidies (excluding Low Income Housing Tax Credits) to reserve a portion of units for residents of low- and moderate- income or pay an in-lieu fee to the Housing Trust Fund.
We helped create and co-author PEN’s in-depth Final Recommendations and Analysis for the Kansas City’s Housing Trust Fund (HTF) (see here) and, using that, successfully advocated for the Housing Trust Fund Ordinance (Ord. No. 210873 C.S. As Amended) that sets forth the goals and structure of the HTF.
We helped lead the effort to push for the funding of the HTF using America Rescue Plan Act dollars, the first money in the HTF since it was established in 2018. We joined numerous partners to push for the Tenant's Right to Counsel (Ord. No. 211067 C.S) and nexus study (Resolution No. 210688) legislation.
