Elizabeth Trombley has joined LISC LA’s Local Advisory Committee. Elizabeth, who currently serves as Regional Manager of Upstream Community Health for Kaiser Permanente Southern California, is a public health professional with over 23 years of experience. She holds a Masters of Public Health from Boston University School of Public Health and a Bachelor of Arts in Public Relations from Ithaca College.
In her role at Kaiser Permanente, Elizabeth promotes the organization’s positive impact on the health of communities by leveraging all organizational assets, including and beyond coverage and care, to address the social, economic, and environmental determinants of health. Her key areas of focus are activating Kaiser Permanente’s anchor strategy to build economic opportunity and to lead the region’s strategy on housing and homelessness.
Elizabeth’s passion for public health began while she was in college. “During my undergraduate college years, I became aware and passionate about public health but was largely focused on global health. I read and learned everything I could about things like the Ebola virus, the high rates of infant and maternal mortality during childbirth, and the spread of HIV among married women all happening in places like South America, Africa, and Asia.”
But when she started working with community-based organizations in places such as Boston, Washington, and Southern California, she realized that many of the health issues that she had seen affecting other countries were also present in various communities in the US.
“That realization, relatively early in my career, refocused me and my commitment to and passion for healthy communities. I’ve tried ever since to provide a meaningful contribution to some of our most pressing community health challenges, seeking out good partners and supporting strong organizations to have real impact,” she said.
LISC LA is guided by the Local Advisory Committee (LAC), made up of members from the civic and corporate community. These members support LISC LA by formulating policy positions, advising on the creation of new programs, and identifying new funding sources. Their involvement and counsel ensure the integrity and success of LISC LA’s work in the Los Angeles community.
According to the 2015 Community Health Assessment, most LA residents face health issues such as chronic diseases, poor access to healthcare, little access to safe and affordable housing, lack of recreational facilities, and air pollution.
As the new member of the Local Advisory Committee (LAC), Elizabeth will be bringing her expertise in public health to LISC LA. This will support our commitment to ensure that the physical and social environments in our neighborhoods are designed to promote healthy lifestyles. We do this by providing grants and capacity building to our partner organizations for community-based health initiatives.

Since COVID-19 started, LISC LA has been very busy ensuring that our communities continue to thrive even during difficult times. We’ve been providing grants, programs and resources to small local businesses in marginalized communities affected by the pandemic so they can continue operating.
“I’m excited to learn and understand more about LISC LA’s work, and truly appreciate the full breadth and scope of this great organization and the impact we’re having in Los Angeles,” Elizabeth said.
