Everett Equitable TOD Community Development Corporation Study

The City of Everett stands at a pivotal moment, with substantial new investments in transportation infrastructure, an updated comprehensive plan, and the potential benefits of upcoming development. Ensuring that all Everett residents thrive requires a focus on inclusive economic opportunities and housing for all income levels. LISC Puget Sound is committed to fostering inclusive growth and ensuring these changes benefit all residents. Recognizing the need for equitable development amidst new light rail stations and related economic opportunities, LISC has partnered with the Everett Station District Alliance (EDSA) to conduct the Everett Equitable TOD Community Development Corporation Study.

With four planned light rail stations within the city and one just outside in unincorporated Snohomish County, there is a unique opportunity to invest in housing, job centers, and amenities. This project develops a strategic framework to guide the creation of economic and community development organizations dedicated to preventing displacement and promoting equity in Everett’s transit station areas. Through this study, we provide actionable recommendations to help meet housing targets, support community-centered real estate development, and ensure that both current and future residents can thrive in an evolving city. Establishing place-based economic and community development entities is crucial for leading community-centered real estate development, providing small business support, driving placemaking activities, and advocating for the community. This moment demands proactive leadership to shape an inclusive future.
