Mary Garr is an experienced leader with three decades of diverse roles in several industries, including healthcare, city management, and the military, both as a CEO and COO, including as the last Garrison Commander of Fort Sam Houston and Camp Bullis.

As CEO of Family Service, Mary is responsible for the day-to-day management and operations of Family Service and for leading her teams to collaboratively work to improve the health of our community by addressing challenges and adversity in peoples’ lives. Since 1903, Family Service has provided a broad array of services to empower individuals, transform families, and strengthen the health of communities by addressing the social determinants of health that directly impact peoples’ lives based on where they live, learn, work, play, and age. Specifically, she and her team work upstream to prevent or mitigate life, community, and systemic effects that affect peoples’ long term health and life potential.

Mary has a bachelor’s degree in Foreign Service from Georgetown University, and master’s degrees in Health Administration from Baylor University and Strategic Studies from the U.S. Army War College. She has been actively engaged in the San Antonio community for a number of years, both in her military service and in her volunteer service in several organizations and serving on various nonprofit boards and committees. She has been with Family Service since 2018.

Adrian Lopez has over 25 years of community and economic development experience. He has dedicated his career to public service, working in the City, the County, Council of Governments, nonprofits, a housing authority, and now at Workforce Solutions Alamo.

As the CEO of Workforce Solutions Alamo, he leads a $190 million agency that provides a multitude of services within a 13-county region via the operations of 16 career centers and one satellite office. His background includes grant management, infrastructure development, housing, social services, workforce, commercial revitalization, administering incentive programs, and building collaborations. His work includes some nationally recognized programs and has been a trailblazer forging diverse partnerships that include community-based organizations, economic development agencies, government, and others to intersect workforce, housing, business development, education, and others to serve communities effectively.

Most recently, Adrian has led the workforce response to effects of the pandemic, during which the Alamo region witnessed over 330,000 job losses. His commitment to serving the community extends beyond his professional pursuits, having held numerous civic positions to serve children and families. Adrian holds a bachelors in Sociology and Political Science from St. Mary’s University.

Levar Martin serves as the National Association for Latino Community Asset Builders' Executive Vice President & Chief Operating Officer, responsible for overseeing and integrating NALCAB’s national grantmaking, technical assistance and capacity-building work in the program areas of Equitable Neighborhood Development, Small Business Investment, Family Financial Capability, and CDFI/Lending. He also leads NALCAB’s national Rural Capacity Building (RCB) program, rural Revolving Loan Fund, and the annual National Training Institute and Leadership Development initiatives and oversees NALCAB’s contractual and fee for service work for providing technical assistance to government entities.

Levar began his career with NALCAB as a Program Assistant and has since held multiple positions throughout the organization. Before joining NALCAB, Levar worked as a manager for a small business and intern with the City of San Antonio’s Department of Planning and Community Development. He earned a Bachelor of Arts in Sociology with a concentration in Urban Studies from Trinity University and a Master of Science in Urban and Regional Planning from the College of Architecture, Construction, and Planning at the University of Texas at San Antonio (UTSA).

Donna C. Richardson is currently Senior Vice President and CRA Officer for Frost Bank, a position she has held for over 20 years of her 35-year career with Frost. In this position, she is a responsible for the bank’s corporate Community Reinvestment Act (CRA) portfolio which includes creating and setting the bank’s CRA strategy for the corporation; monitoring regional strategy with regional leadership teams; preparing for and working with the Federal Reserve Bank and the State on CRA Exams. She is also a conduit between the bank and local centers of influence such as the City of San Antonio, County Commissioners, state and national officials, and many other agencies. She serves in a national capacity for the Consumer Bankers Association's CRA Committee. Prior to CRA, Donna worked in the bank’s Marketing and Corporate Support-Bank Acquisitions Departments.

In 1992, Donna left the bank for five years to work in the non-profit world, in particular at the San Antonio Sports Foundation during the 1993 US-Olympic Festival as Director of Participant Services, and as Senior Vice President of Operations at the San Antonio Hispanic Chamber of Commerce, managing a staff of 15 and all budgetary and reporting functions.

Donna earned a Bachelor of Business Administration (97) and an MBA (2012) from UIW. Donna is a graduate of Leadership San Antonio XXVI, co-sponsored by The Greater San Antonio Chamber of Commerce and The San Antonio Hispanic Chamber of Commerce and Co-Chaired of Leadership San Antonio in 2006.
