Leilah Powell, Executive Director
A native San Antonian, Leilah has worked in many areas of the community development sector in San Antonio—for financial institutions such as Bank of America; non-profit organizations such as the San Antonio Housing Trust and the Brackenridge Park Conservancy; as a consultant for clients including the San Antonio River Authority, Bexar County and Trinity University; and for municipal and county government, including serving as Chief of Policy for two mayors. She has also served on numerous boards, including the American Institute of Architects (AIA) San Antonio, the San Antonio Section of the Texas Chapter of the American Planning Association and her neighborhood association. She holds a master’s degree in Community and Regional Planning from the University of Texas School of Architecture and a bachelor’s degree from Stanford University.

Lori Hall, Senior Program Officer
Lori Hall is responsible for collective impact activities, capacity building and technical assistance to more than 25 social and housing nonprofits. In 2020, Lori was trained to deliver Reframing Aging presentations to key organizations in San Antonio as part of a national effort to change America’s outdated views on aging.
Lori has over 30 years of experience in the field of community development and affordable housing. She has developed single-family housing, managed real estate and homeownership programs, and implemented owner-occupied and rental rehabilitation programs. Hall also held progressively responsible positions in local government as a Coordinator of Innovative Policy Initiatives and Manager of Affordable Parade of Homes. Her latest endeavors include the creation of a Financial and Housing Counseling Collaborative, the San Antonio CRA Coalition, and homeowner sustainability workshops for beneficiaries of home rehabilitation grants.
Lori is president of L.L. Hall Consulting and is a “Train the Trainer” for NeighborWorks America’s National Training Institutes. She is also the co-author of Keeping the American Dream, 3rd Edition. In 2019, she passed the HUD Housing Counselor Certification exam and has trained over 400 counselors to pass the exam via prep classes. Lori has trained over 1,000 housing counselors on how to prepare new home buyers for long-term sustainability.

Netanya Jamieson, Program Officer
Supportive Housing Santikos Capacity Builder
As Supportive Housing Program Officer for LISC San Antonio, Netanya works with housing and social service providers to build supportive housing capacity, sustainability, and expertise in San Antonio. She has worked in the social and human services field for the past 18 years of her career, and her passion is helping others to reach the level of independence that is best for them.
Netanya was born and raised the Republic of Panama and grew up traveling the world as a military dependent. She received her Bachelor’s Degree from Hastings College with a double major in Communication Studies and Spanish and is currently finishing her Master’s in Public Administration from Southern New Hampshire University. Netanya enjoys traveling, cooking, karaoke, and painting, to name a few of her hobbies.

Margaret Wilson-Anaglia, Program Officer
Economic Development Santikos Capacity Builder
Margaret Wilson-Anaglia is a trailblazer, entrepreneur, and dedicated community advocate, hailing from the vibrant city of San Antonio with deeply-rooted ties to the community. Margaret joins the LISC San Antonio team as a seasoned Program Officer for Economic Development, leading LISC SA's small business ecosystem work to ensure seamless alignment between business development organizations and the small business community. Her focus is on working hand-in-hand with local organizations to harmonize services throughout the ecosystem while fostering a comprehensive approach to small business support.
With an illustrious career spanning over 30 years, Wilson-Anaglia has honed her skills across diverse sectors, including public, private, non-profit, and entrepreneurial realms, while consistently demonstrating her commitment to women's empowerment and effective leadership. She previously served as the Director of LiftFund’s Women’s Business Center and has held leadership positions in the City of San Antonio’s Economic Development Department and Travelers Insurance. Margaret also runs Al's Gourmet Nuts, a food products firm she established in 2000.
Beyond her professional accomplishments, Wilson-Anaglia is a dedicated community servant with an extensive history of board service. In 2023, she became the first African American woman to hold the position of Port San Antonio Board Chair. Her involvement spans various other organizations, including the Brooks Development Authority Board, Bexar County’s SMWBE Advisory Committee, the City of San Antonio Charter Review Committee, Girl Scouts of the Southwest, the Pearl Farmers Market Board, and numerous neighborhood and community groups. Margaret has also received several honors and accolades—most recently, she was honored at the Girls Inc. Strong, Smart, and Bold Luncheon and awarded the Hispanic Chamber of Commerce Legacy Leadership Award.
Wilson-Anaglia holds a Master of Arts degree from Trinity University and a Bachelor of Business Administration from the University of the Incarnate Word. Married to Albert, Margaret takes pride in being the mother of two remarkable sons, Joseph and Paul. Her life philosophy revolves around embracing each season of life, with faith and family as top priorities.

Emily Wood, Program Assistant
As Program Assistant at LISC San Antonio, Emily Wood manages communications, including LISC SA’s email newsletter and website content, and assists with grant writing and management. She also supports the team and partners by helping to coordinate training opportunities, programmatic discussions, Local Advisory Committee meetings, and other gatherings. Emily came to San Antonio from the Houston area to attend Trinity University, where she earned a BA in English with a minor in Creative Writing.
