The content of the following pamphlet was written by the City of San Diego’s Planning Department as part of a larger report to the State of California called the 2021 – 2029 Housing Element.

The goal in publishing this pamphlet is to inform residents and media, as well as racial justice and anti-poverty advocates, about the true history of segregation in the City of San Diego and how that history, especially the history of single-family zoning, is the main antagonist and the principal reason why the city remains segregated 100 years after the ordinance was passed.
