Jane C. Ferrara, CCIM
Executive Director
jferrara@lisc.orgJane is an experienced, committed professional with a record of high-impact accomplishments. Beginning her career in commercial real estate in the Hampton Roads area of Virginia, she later relocated to Richmond to serve as Managing Director and partner of Advantis Real Estate Services Company. Jane left the private sector in 2005 to join the City of Richmond under Mayor Douglas Wilder’s administration. She spent the next fourteen years leading the City’s real estate, economic development, and business attraction activities and had the opportunity to travel while marketing the City to business and industry.
As a faculty member of the CCIM Institute, Jane taught commercial real estate investment analysis and real estate development courses to commercial real estate practitioners from around the country. She was named as one of the Top 20 Women in Commercial Real Estate by Richmond CREWE in 2009.
Jane was selected by Richmond’s current Mayor to serve as a fellow for the Daniel Rose Fellowship for Public Leaders, a partnership of the Urban Land Institute and the National League of Cities. She was also appointed by the Governor of Virginia to serve on the business development and marketing advisory committee for the Virginia Economic Development Partnership.
George Piazza
Deputy Director
gpiazza2@lisc.orgGeorge joined LISC Virginia in April 2020. Prior to LISC, George was the Deputy Director of the Urban Design Forum in New York City, where he managed the Forefront Fellowship and the communications and development portfolio. He led projects with the NYC Department of Homeless Services to develop design guidelines for homeless shelters and with the NYC Mayor’s Office of Resiliency to produce a report on extreme heat and urban design.
He received his master's degree in Political Theory from the London School of Economics and a bachelor’s degree in Political Science from Virginia Tech.
Philip Brooks
Senior Program Officer for Lending
pbrooks@lisc.orgPhilip Brooks is an accomplished executive with a proven track record of fostering cross-functional partnerships and providing entrepreneurial thought leadership across various industries. He has extensive experience in multifamily policy development and commercial real estate financing. He has held leadership positions with Virginia Community Development Corporation, overseeing the allocation of $725 million in Low-Income Housing Tax Credits equity. Additionally, he has held leadership roles with organizations such as Sonida Senior Living, the Virginia Council on Economic Education and Better Housing Coalition of Richmond. He holds a Bachelor of Science from the University of Tennessee and pursued graduate studies at The George Washington University.
Jonathan Adkins-Taswell
Program Officer for Housing and Capacity Building
jataswell@lisc.orgJonathan has had an impressive career in the housing and urban planning field for over 10 years working as a Capital Planner for the Housing Authority of Baltimore City and a Senior Planner at the Delaware State Housing Authority, where he oversaw both affordable housing policies and assisted in community development. Jonathan returned to Richmond in 2022 and most recently worked at the Virginia Department of Housing and Community Development.
Victoria Fong
Program Officer for Fundraising and Communications
vfong@lisc.orgVictoria comes to LISC with a professional background in fundraising, communications, and education, having previously served as Director of Development for Millwood School in Midlothian, VA, and Assistant Director of Advancement for Jackson-Field Behavioral Health Services in Jarratt, VA. Victoria has always been passionate about aiding under-served communities and loves fueling that passion through her work with LISC.
Victoria received her Master of Education in Curriculum and Instruction from the University of Virginia in 2022, and graduated with her Bachelor of Arts in Philosophy from the College of William and Mary in 2019.
Brett Brooks
Program Officer for Wealth Bulding & Community Development
bbrooks@lisc.orgBrett is an experienced professional in the affordable housing and community development sector with a demonstrated history of advocating for equity and accessibility in marginalized communities. Her passion for this work has influenced her approach to driving programs.
Prior to joining LISC, Brett served as Housing Choice Voucher (HCV) Program Supervisor and Resident Services Program manager for the Richmond Redevelopment and Housing Authority (RRHA). Brett also served as HCV Operations Supervisor for the Miami-Dade Public Housing and Community Development Authority (MDPHC) and HCV Program Specialist and Hearing Officer at the Housing Authority of Baltimore City .
Brett holds a Bachelor of Science from Towson University in Speech Language Pathology and Audiology. Brett also holds several affordable housing industry-recognized and credentialed certifications, including HCV Program Management and HCV Executive Management.
Victoria McKelvey
Assistant Program Officer
vmckelvey@lisc.orgVictoria serves as LISC Virginia's social media manager and a collaborator for the organization's digital strategy. Additionally, she provides leadership for our digital equity efforts.
Victoria has a diverse background in communications, education, and technology. Victoria is currently pursuing her Master of Public Administration at VCU and comes from a teaching and education research background. As an undergraduate at the University of Virginia, she studied the role of public schools in pushes for equity and justice.
