Bevin Parker-Cerkez
National Program Director, Child Care and Early Learning
bparkercerkez@lisc.orgBevin joined LISC in December 2020 to support the growing work in LISC’s child care investment portfolio. Before joining LISC, Bevin was the Managing Director of Programs and Senior Director for Early Childhood Education at the Reinvestment Fund, a mid-sized CDFI based in Philadelphia. During her tenure, she raised over $45 million in grants and program-related investments and led the design, business development, program execution, originations, and underwriting process of all loan and grant-related activities in the child care sector. Bevin was also responsible for sourcing capital and implementing programs to support multiple COVID-19 response funds and is co-author of the Home-Based Child Care Emergency Fund Toolkit. Bevin frequently presents on and participates in research work focused on facilities financing and the importance of community facilities in fueling economic development. She is an active member of several networks and boards.
Megan Ressler
Senior Program Officer, Child Care and Early Learning
mressler@lisc.orgMegan joined the National Child Care and Early Learning team in April 2023, bringing a decade of experience in supporting child care and early learning facility programs while at the local LISC Rhode Island office. As Senior Program Officer, she supports local offices in developing and implementing early learning strategies that address community needs, conducts market and program research, supports management of programs in collaboration with partners and development of knowledge-sharing resource materials, and other projects that expand LISC’s role as a thought leader in the child care space.
Regina Phillips
Program Officer, Child Care and Early Learning
rphillips@lisc.orgPrior to joining LISC in May 2023, Regina worked for more than 10 years with the City of Toledo in the Department of Housing and Community Development where she was responsible for all the Community Development Corporation agencies that receive HUD Community Development Block Grant (CDBG) funding. Regina also managed the City’s lead Continuum of Care agency that receives HUD Emergency Solutions Grant (ESG) funding. Regina brings a wealth of community development and relationship-building experience with years of identifying and assessing internal and external issues that threaten the City’s Third-Party Partner’s stability while providing exceptionally well-placed solutions. Regina was on the planning committee to assist the City of Toledo in launching the first Capacity Building Institute created to strengthen the capacity of neighborhood organizations.
Regina is married with six children and is a Toledo, Ohio native with strong ties to many schools, churches, non-profit agencies, and community leaders. She holds a bachelor’s degree in communications/Public Relations from the University of Toledo and a master’s degree in human resource management. Regina also has certificates as an Economic Development Professional and Housing Development Finance Professional. Regina is member of the National Low-Income Housing Coalition.
Child care is at the intersection of health, economic development, caregiving and educational systems, offering opportunities to children, families, women, employers and regions at large. In order to effectively support the child care industry, the LISC National Child Care and Early Learning Team partners with several LISC Initiatives to offer comprehensive services that meet the needs of the sector, including Policy, Health, Financial Stability, Economic Development, National Lending and Small Business Lending, not to mention our cadre of local LISC offices.
