Alternatives to Incarceration

Through our Safety & Justice efforts, and our work at large, LISC brings together a diversity of partners and resources to incubate solutions to pressing challenges that promote the health, prosperity, and dignity of residents. This includes creating community conditions that prevent residents from entering the justice system and supporting those returning from prison to build successful lives.

LISC is partnering with the Los Angeles County CEO’s Alternatives to Incarceration (ATI) Initiative to build a more equitable justice infrastructure for Los Angeles County – the largest jail system in the country.  Through this partnership, which will divert an estimated 10,000-15,000 individuals from incarceration, LISC has two primary objectives:

  • Contract with service providers to conduct 24/7 diversion programming.
    LISC will contract with LA County’s existing service providers, administering $58.5 million to deliver treatment and case management services, such as housing, health/mental health counseling, substance abuse treatment, employment support, navigational assistance, and benefits assessment. LISC will document and disseminate best practices of early diversion efforts and monitor program impact, to expand rapid diversion programs and increase the capacity of emerging organizations to successfully enter the field.
  • Identify and train a new cadre of community-based partners to fill the gap in diversion services, through the ATI Incubation Academy.
    LISC will address the unmet demand for diversion services by increasing the network of qualified service providers, particularly small to mid-sized Black- and Latinx-led nonprofit organizations. Through the Academy, LISC will offer free learning sessions, technical assistance, and resources to help qualified organizations gain the programmatic capacity to provide housing, assessment, case management, or treatment services to justice-involved individuals, removing them from the justice system at the earliest opportunity. Participating organizations (four cohorts of 20-30 organizations each, over two years) will be prepared to enter contracts with the county or other government agencies, be connected to funding opportunities, and learn best practices for service delivery to support alternatives to incarceration.
