About the project


Established in 1978, TM Associates Development Inc. ("TM Associates") believes in the transformative power of the resident experience and how it can positively impact people’s lives. TM Associates owns, manages, and develops multifamily affordable housing across the Mid-Atlantic region. The Kadida Development Group ("Kadida") will support the team as a co-developer with over 12 years of experience in collaborating on large-scale urban redevelopment projects with significant affordable and market rate housing, retail and ancillary use. The United Planning Organization ("UPO") was established in 1962 as a non-profit organization to plan, coordinate and implement human services programs for low-income residents of Washington, D.C. United Planning Organization will provide supportive services at the project site. 

TM Associates is headquartered in Rockville, MD. Kadida and UPO are located in Washington, D.C. 

LISC provided a $2.52 million acquisition loan to support the development of a 56-unit affordable housing project located at 950 Eastern Avenue NE, Washington D.C. Located in the far northeast section of D.C.'s Ward 7, the property will bring deeply affordable, family-sized units to the Deanwood neighborhood. Thirteen of the proposed units will be allocated to permanent supportive housing, and 43 units will support residents at or below 50% area median income.
