About the project
Altura Centers for Health (Altura) is a Federally Qualified Health Center (FQHC) and Section 330 Grantee that has been providing medical services to the community since 1995. Altura operates seven sites, providing underserved patients with comprehensive medical, dental, behavioral health care, chiropractic care, and other related charitable and educational opportunities. Altura serves people of all ages and incomes living in the rural area of Tulare, California.

LISC is providing $5.00 million in financing to support the construction of a 41,882 square foot health center, the Cartmill Clinic. This loan will support a health center with a BIPOC leadership team, serving majority BIPOC patients. An estimated 57% of the clinic's patients are at or below 100% of the Federal Poverty Level, and 80% are at or below 200% of the Federal Poverty Level, per 2021 US Department of Health and Human Services HRSA data. The project will support increased capacity and, at full capacity, the Cartmill Clinic is expected to increase annual encounters to serve approximately 100,000 patients. The project will create 58 permanent full-time jobs at the clinic, and will preserve 212 existing full-time jobs, for a total of 270 project jobs.
