LISC provided $250,000 in predevelopment financing to support Phoenix CDS' development of the Madison Apartments III. Located in downtown Peoria, Madison Apartments III will provide permanent housing and supportive services for homeless youth between 18 and 24-years-old, many who are aging out of the care of Illinois Department of Children and Family Services. Phoenix CDS is a licensed mental health agency and will offer comprehensive supportive case management, access to age-appropriate clinical services (i.e., mental health counseling), and access to supportive housing for this homeless youth population. The project is new construction with demolition of an existing single-story office building currently onsite. The project will be a 4-story building with 16 one bed and studio units.
